Should be investigating those that were supposed to be looking after him. FFS, who lets a mentally ill person out of their control in a crocodile shed?

Serious, genuine, questions: Do we know he was "mentally ill"? What "mental illness" did he have? Do we know what level of "control" his carers were expected to provide?

Probably Tory but not been changed by labour. Look, what good is care in the community if no party is going to fund it properly?

Don’t know but I hear he had two carers and when I dealt with at risk kids, most of them came with one carer except those that came with two because they were liable to kick off violently and one person would not be enough to contain them. The two to ones were never put in a session where there were others. Ever. They were the only attenders and they paid (me) dearly for that sole occupancy of the training session.
