Toilet constantly trickling

Hi
I noticed our toilet was constantly trickling. I flush it and it stops then starts back. I have changed the diaphragm washer but it didn't stop it. I have attached a picture of inside the cistern, where you can see some water coming out of a small tube - I've pointed to this with black arrow. Any ideas? Do we need a new inlet valve? Thanks

Yes - the water from the little pipe seems to raise the level which goes into the overflow and I assume then the trickling begins.
 
If you are sure the washer is fitted correctly then, yes, fit a new fill valve.
 
We're pretty sure we've fitted it right - did it about 6 years ago, although that time it was hissing, whereas there is no noise this time. Thanks for your advice.
