I have a back to wall britton shoreditch giving me issues.

The pan is slightly unlevel, it's fixed fine there and won't wobble with a 2mm packer.

When I screw in the WC can be moved/rocked out of place.

Is this normal as it dosnt feel it is. Will the silicon around do the base eventually stop this?

Yes. Also keep your packer in place, it will be concealed by the silicone and will help stability
