I think it does. For each high earning income person that leaves the UK their tax take is gone. Governments need to raise revenue, so for each one that hots they need to recoop the taxes from else where

and its not 1:1 either, the top 1% pay 1/3rd -ish of all income tax. So if we lost 1000, who just broke in to the top 1%, we'd need 8000 Nosenouts to make the numbers up.

The simple answer, if they choose to bu**er off, is to limit or remove the days they can spend here as non doms. They will quickly find ways to invest again.
