Cold water kitchen tap lukewarm

Hi
The water out of my kitchen tap is not getting cold even when I run it for a while. Read somewhere it could be a faulty mixer tap. Does this mean
1 I need a plumber
2 I need a whole new tap
I am useless at plumbing TIA
 
Has it always been like this? sometimes running the cold pipework above the hot pipework or too close transfers heat?

In that case you need a plumber. It's most likely just the cartridge which needs servicing or replacing (if you can source a matching one), but a plumber would probably want to replace the whole tap!
 
The two left-most pipes look like the H&C feeds to the tap. Each has its own isolator valve (operated by rotating the screwdriver slot 90 degrees)
 
During the months of heat waves and now its normal cold Uk the water out of the tap feels almost warm compared to the air temp. The soil has warmed and is heating the water in the mains and the water its self has warmed too.
Basically a ground heat source pump in action.
How about that
 
Just the kitchen tap - could be the heatwaves - been very hot here in the south west
