If it just happened after a power cut i would assume the pcb but you would still have to check the low voltage circuit because it could just be a coincidence that this has happened and the pcb for these aren't cheap. **************** link deleted

From the sound of that i would say pcb but without carrying out the necessary checks it would almost be impossible to diagnose, I would suggest getting a heat engineer to check it out.

Same as Boilerman2 said, without being able to carry out any electrical checks it's probably time to call your local Plumber.
