Bought a bungalow and had a builder redo the lounge with panels and noticed rising damp on the right side of the chimney breast also damaging the bottom of the wall panels on the right side of chimney breast.

I need to repaint the bathroom ceiling as it had developed what appears to be mould spots.
I just washed to understaffed the correct steps.
Would it be
1. Clean ceiling with bleach to kill the mould, what's best to use?
2. Lightly sand the ceiling, what grade paper?
