Should be a lead gutter there laid into a timber box section with the bargeboard over that.
The whole design is completely wrong as the angle of the roof is constantly running water into the bargeboards...horrendous.
I would be looking at the lead flashings joining the wall at the top personally.
I suspect water getting in through crap flashings or pointing, hitting the felt underneath and running in at the top of the windows where the felt has been cut.

Looks pretty strong as is as long as the timbers are good but a bit of strengthening always helps.
You are on the right track about bracing the roof at the top although when we do it we use 4x2 and bolts.

Wouldnt cost a lot to put a three layer felt roof on something that size, probably about £700.00 all in.
