Can anyone tell me which way is open for the tap shown in the photo on top of the oil tank? I'm guessing the tap is open in the picture but I'm not sure.... The alternative is the tap lifts to point vertically.

With regards to the potential noise from neighbours, does that mean that the party wall would be just plasterboard with a 25 year old element of soundproofing between it and the neighbours plasterboard?
