Bedroom in rented property : No window or ventilation

I was asked to check for problem with mould & condensation in a bedroom in a rented property.

I was surprised to find the bedroom is a basement conversion with no windows, no natural daylight and no ventilation. All the walls are internal walls. The bedroom door leads onto a hall which has the main entry/exit door .

I have seen lots of topics on similar situations but can anyone point me to current regulations that can state if this set up is allowed . Property is in Leeds West Yorks.

It contravenes all applicable Building Regulations, is unfit under the Housing Acts, is not a bedroom under the Bedroom Tax definition of a bedroom, and would fail any HHSRS inspection. The Fire Service would have something to say under their powers, would fail under L&T law, and be a statutory nuisance.

Try that for starters.

That is what most people say when I ask the question.
But what or which part of "all applicable building regs, housing act, & HHSRS" are you refering to ?
