I've moved into a 1950's ex council house in need of repointing. My dad has repointed before and up for a project but some of the house has flower beds right up to the brickwork, might seem a daft question but do we need to take these out to repoint, i.e. dig down? I'm guessing if these have been damp then this mortar is likely to have taken a battering?

Repointing repairs wear, due to weathering unlikely the mortar below soil will have moved .
