Top plate bedding

Hi any help appreciated.

I think this is obvious outer skin to cover cavity and to secure the facia's

Question:
When I add the top timber 4x2 top plate does it go onto the outer skin or inner skin? and do I lay it on some cement or just screw down to the bricks, also I dont need a line of DPC under the plate?

I will join the 4x2 rafters after using birdmouths

Wall plate on a bed of mortar on the internal leaf.

Not screws, but 1.8m straps at max 2m centres, and put these on before banging the plate about - and measure the positions so as not to interfere with the rafter and joist positions.

g8, so wall plate on top of mortar then add 2 straps get plate level and screw straps in.
