wall plate cement down?

hi lads

when I add my 2x4 wall/top plate for the joists to rest on do I need to cement it down or can I just screw it into the internal skin down from top, I also have 2 straps to strengthen it.

You don't screw it down, that does jack. Straps every 2m hold it down

It's bedded to level it.
