Question around pipe insulation

Good evening,

The previous owner of my house decided that it would be useful to have the cold water feed routed under the front garden and in through the house, under the stairs and into the kitchen via the external wall.

The pipe is blue alkathene and it hadn't been insulated at all. I've just had the internal plaster of the outer wall (end terraced house) redone as damp cavity wall insulation had caused penetrating damp a couple of years ago. This was removed by the installers and I had some vents added to the outer skin of the house to allow the cavity to breathe.

In addition to this, the blue alkathene pipe condensates at times and I'd like to ask for some advice on the best way of insulating the pipe. It had previously been covered with some trunking (apart from under the stairs) but now that I've had the wall replastered I'd like to prevent the pipe from condensating and causing any issues for the new plaster.

I think rather than consider trying to do as you suggest, I'd be looking at ways to route it more conventionally. It really does look atrocious.

The loose cable in pic. 1 also tends to suggest that conventional wisdom and good practice was a bit lacking when the previous occupant undertook the work.

What's the rest of the house like?
 
The electrical cable was in with the trunking that covered the pipe at the bottom of the stairs.

the rest of the house is fine apart from a couple of areas where corners were cut.

I took the trunking off so that the plasterer could prep the wall before it was plastered. I’m going to call an electrician to isolate and remove the cable as I don’t need it.

The whole pipe saga left me scratching my head as it was perfectly fine when it was routed underground and entered the back of the house via the kitchen.

In the interim, until I can work out the best way of having it routed properly, I’d like to at least insulate it.
 
Form a small pipe box and rob a couple of handfuls of rock wool from the attic and pack it around the pipe, that will stop the condensation.

Oh dear, that just isn't correct on any reasonable level.

That being said you're stuck with it unless you are prepared to re-run it.

As suggested, boxing in and some rock wool or standard pipe insulation should stop the condensation.
