We used to use Masterseal stuff a lot, but we never used the Neons due to no neutral, I used to always save them, must be somewhere in the garage.

People have been known to use the 'earth' (and perhaps maybe still do, if there's not too many of them), but that was primarily in the pre-RCD days :)

You don't need a driver, their are other ways to run an LED from the mains.
I think that bernard was probably using "driver" to generically refer to 'the electronics' between the LV AC supply and the LED element - even if that's only a rectifier and a couple of capacitors.

Indeed. As I implied in what I wrote earlier, I suspect that the LED elements, if not pushed at all in terms of current, may well last almost 'for ever' - I would certainly guess a good few decades.

In fact, thinking back, I must have hundreds of LEDs being used as 'panel indicators' (fed via a resistor from 5V, 6V or 12V DC), many of which have been in service for many years, and I cannot recall ever having had to replace a 'failed' one.

There are no fused sockets.

So, likely a Fused Connector Unit - and likely the light is on because you have connected the IN/FEED/SUPPLY and OUT/LOAD wires the wrong way round.
Especially not these :
