A dado rail problem

First time plasterer, or soon to be! Just took a high dado rail down in the box room and the wall below has clearly been plastered before whereas above has not. Do I do a layer above to bring it level with the rest or just apply thick at the top and knock the whole wall out at once?

Level it out first then skim the lot in one hit.
