As soon as they do that, they have broken the strict T&C's of their tenancy and they will be off my books. I have an ever-growing list of prospective tenants with guarantors, so they know the consequences if they tamper with any part of the building without my expressed permission. All a tenant is allowed to do where the electrics are concerned, is to plug their appliances in a socket and change a lamp if needed; anything else including fuses needs my permission after an inspection by me or my agent (a son-in-law) to assess as to why a fuse has operated. When they can't switch them off without a key they will just pop the fuse out.
