If there are budget constraints then put any funds into laminate with a vapour barrier and decent carpet underlay.
Poking around in the floor is pointless unless you're going to change it.
It is pointless if they aren't going to do anything with it due to budget constraints.
Poorly worded on my part, I meant use laminate where appropriate, with a vapour barrier underlay, and carpets where appropriate, with a good quality underlay for thermal reasons.
That's a bad sign. Silicone injections usually mean there has been damp. A 1940's house will have been built with a dpc, so perhaps it was bridged (a very common error) or there was some other source of water, such as a leak.
Silicone injections do not repair leaks or other building defects.
I would be very inclined to dig up the floor of skimmed rubble, at least along the wall, and line the trench with poly dpm to ensure that damp cannot pass between the wall and the floor. While working you will see if it the floor that has bridged the DPC. There is a good chance that, once cracked, you will be able to dig it up with a teaspoon.
Cavities are often full of builders rubble, which also carries damp.
It doesn't follow! Local councils may find one or two, or a few of the houses, suffering from a failing damp course, and do all their similar housing stock in the area, irrespective of need.
I'll be doing a bit more pokng about to establish if there is a big problem or just this little patch. There is no evidence of any damp or moisture on any of the walls or floor, not even above the damp rubble patch.
