Planning needed for new drive or not?

Hello All

Existing drive is hard standing of some kind and I'm guessing its not permeable (?) - built it the 1970s and most people would call it a "concrete" drive.

If I want to put in a new drive that replaces that with other non-permeable material and possibly also want to increase the size of the drive by no more than 5 square metres (converting grass into driveway) would I need planning for it ?
 
Yes, I think even replacing non-permeable with alternative non-permeable would still need P.P. (which of couse you probably wouldn't get). :<(
 
Thanks, I think you're right.

I'm (honestly) not that disappointed because I'm only at the very early stages of thinking how to improve the current eyesore. No doubt there are other threads on this subject dating back to 2008 but I'm amazed they made the rules as they are.
 
Can anyone tell me what kind of drive this is just from the photo or is that not possible? I _think_ it might be permuble as I tipped a full bucket of water on and came back 5 minutes later to see no puddles. Photo taken after light rain all day today.

SO now since that is I think permeable I'm thinking about resin bound. The work doesn't scare me but the speed at which it needs to be laid does. I mean even with a mate to help I'm not fit enough anymore to do the whole drive in one day and worry if I tried carrying on the next day (or 3rd or 4th day!) it'd end up with crack lines where it had set? Any thoughts on this or should I create another thread to ask the learned builders on the forum?
