I've got 40mm of flooring to fill in until I get to the level I want, got 100mm concrete below, I was thinking just to keep some heat, 20mm batons on the floor, 20mm insulation in-between, then 20mm floorboards. Is there any better solutions out there?

There is potential for (squeaky) movement there. Just be diligent with your fixing process.
