Advice needed on bathroom window that doesn't close properly

Hi All,

We've a wooden bathroom window which has one main opening window and one very small one. Both of them need to be slammed really hard in order to close them. I'm not good at heights so can't go outside to see. Is there a trick to sanding down edges of wooden windows to stop them jamming and identifying where you need to sand?

Usually, there will be scuff marks, on the paintwork, where they are catching. Perhaps the hinges simply need some adjustment?
 
I can see where it appears to be rubbing on the inside of the window frame on a couple of parts of the frame. I haven't inspected the hinges to be fair. Thanks for replying too.
 
This time of year it's likely the wood has swelled which won't help.
 
Assuming that they have screwed hinges, have you tried to tighten the screws?
