Why would clean water be coming through this clay pipe. Checked supply from house can't see any leaks

When I was digging the footings for my front extension, I came across a clay pipe in sections just laid in line going across the corner of the trench so I called in the building inspector. He told me it was an old land drain and to just to smash the pipe out and bridge the footings with a piece of plastic pipe and seal both ends with clay soil.
