Advice on stripping multi layered mould on bathroom ceiling

Hiya,

Need some advice on the best approach for stripping and repainting my bathroom ceiling (approx 150cm x 200cm)
It seems to have had a neat lining paper cover up which has lasted a few years, but I've noticed the black mould starting to creep through and the paper begin to peel off.
(The plaster underneath all seams fine, I believe the mould has been caused by condensation from the shower)

I maybe stupidly thought I'd be able to rip the lining paper off in one go, but the reality is very different.

My main issue is that the painted lining paper is blocking any bleach / mould killer I'm putting on there.

If I continue scraping, it seems like the mold is penetrating the underlying layers of paint, though not the base coat.

How should I proceed ?
My 2 initial thoughts were try and find some sort of mould killer which can penetrate the lining paper or use a plaster safe paint stripper and hope that takes the lining paper off too.
Any recommendations for chemicals and next steps much appreciated.

Often when you have mould like that there is a lack of insulation above ceiling.
This causes ceiling to become cold in the winter months and the hot moisture in the steam or damp towels etc settles on ceiling causing mould.
Have a look at the insulation above and add more if required.
If you can't get the paper and mould off using a scraper then just wash over and use a stain block.
Zinsser BIN as example.
You can also add a layer of Wallrock thermal liner to cover ceiling and add more insulation to lower the dew point
