    in a way under the stairs, there is a kind of cellar but open cellar - as mostly storage stuff but not dry storage as water do go through from the road and I guess the cracks from the Asphalt.

    ok cool! Thanks for the clarification. So Trade man wise what would be your recommendation - Would any builder be able to remove the original Asphalt and then apply paving?
