That’s a elmdene quartz 3000. It does have a cut off timer , that’s what’s probably stopped it ringing not a flat bellbox battery , the 9651 would have come up with a battery fault but that does not relate to the bellbox battery …
But you don’t really know do you ? It’s done it’s job after power fail….sounded and cut off , it won’t do anything untill it’s re-powered … I don’t think there is anything wrong with it
As far as I know the 46/76 does not support ID devices , I think the older 162 panels did support a ID interface/ module , you would be better rewiring as it’s obsolete technology

Only way I could see that working on an veritas is it was some type of entry stray timer / exit time expired sounding the internal speaker before full alarm

Also is it worth going to court IF something did go wrong and you were the last person to touch/ alter the fire alarm ? Think that £1000 would be a drop in the ocean ….

Could have purchased a complete new bellbox for not much more …I have known the Honeywell AG6 bellbox bleep,if the nicad is flat ! You could try disconnecting the piezo sounder and leave it powered up for a few days to charge , then see if it bleeps
Be fine …as long as it will fit size wise ..they are made up of flat button cells , 5 in 6v version 6 in a 7.2 and 7 in a 8.4 ….each being 1.2v they are only about 3mm extra per cell
