    Possibly the most effective, efficient way, is an infra-red type electric heater, wall or ceiling mounted, or a fan heater. IR has the advantage that it only heats material/bodies/you, rather than heating the air, which warms you. Such a 1.5Kw heater, could be connected to your lighting circuit...
