    I think that it is being marketed as for connecting to an open air vent. Sometimes needed at the end of a long drain run. Although the most common use would be to connect a basin vent. But as that is questionably allowable under the water regulations I suspect they do not openly advertise it...

    I would just put some heating insulating foam over it to take up any stresses after the concrete is poured. I would also build up the step with rendered brick as that would so much easier.

    As I recall you do need to set up the weather comp setting on the boiler front panel. Should be covered in the service manual. Or searcheable on the Viessmann web site.

    You could measure the resistance of the weather sensor. For Viessmann about 10k typically if I remember correctly. More likely to be a connection somewhere rather than a faulty sensor.
