    Repairing suspended floor

Ok, well, if you don't want to put a new ledger board in ! ( 2 no. 7x2 nailed together would make a 7x4 ) Add some more fixings to what you have, you could also add some scraps of timber to the side of your joists, abutting the 3x2 so it can't physically rotate out again.

    Repairing suspended floor

I think I would be tempted to use a new ledger board the same depth as your floor joists, and use joist hangers, doubles if you need to sister any joists.

    Cut roof instead of trusses

Forgetting maths and labour, it depends on how long you want the job to take, trusses 1 week and the cut roof 3 weeks.

    Cut roof instead of trusses

Trusses all the way for me, simpler, quicker, and Velux or similar companies do skylights 55cm wide by different lengths, so no need to double up trusses.

advise on resealing an old velux window

You will need a replacement flashing kit, as your window is old. If you use a new flashing kit, you will need to lower the frame 25mm.
