That was my point (and not just 'plug-in solar- it could be a full-sized roof installation) - which is why I said that introducing a new rule to stop them bypassing an old rule (which they can already ignore if such is their wish, anyway!) is seemingly a little on the 'flawed/silly' side :-)

Even if you don't have new rules they could bypass the existing ones and have "plug in" solar. I don't think anyone has had any concerns about it until now. It's true that by trying to make it official, some will bend/break the rules though.
