Pull fuse out , disconnect battery …short the two pins with screwdriver keep it shorted push the fuse back in , keep it shorted for 10 seconds, it should be 1234

I take it you have tried entering the default engineer code ?
Post picture of control panel is there a fuse isolator at the side of it
Do a stage 1 reset
This only resets the master (1) code ( 1234) and engineer code ( 7290) as it’s been programmed as lid tamper engineer reset option 38
After doing this enter1234 to stop alarm , then box up

All your devices will be area A , go into engineer programming , go to area programming , arming modes , area A arm by …default is exit ….change to timed …
Ok …you didn’t say that ! it’s probably no good …replace full unit as it will be cheaper in the long run ….a battery is going to cost around a third of a complete unit which will come with a warranty
That’s a elmdene quartz 3000. It does have a cut off timer , that’s what’s probably stopped it ringing not a flat bellbox battery , the 9651 would have come up with a battery fault but that does not relate to the bellbox battery …
But you don’t really know do you ? It’s done it’s job after power fail….sounded and cut off , it won’t do anything untill it’s re-powered … I don’t think there is anything wrong with it
