Bell Box: Why are tamper and negative reversed?

In the following wiring diagram, why does the manual of the bell box/sounder instruct us to connect the 0v tamper return to the 0v supply, and the 0v supply to the 0v Tamper Return?

What panel/ bellbox is it ?
Probably no one checked it before printing the manual
 
I should have provided a context in the OP. Alarm is an existing installation, I was just reviewing the manuals.

Panel: Accenta8
Bellbox: Flashguard Xtra

The diagram is from the Flashguard manual. However it also came with a table of wirings for various panels, and they all seem to wire the same way.

If I've interpreted this at face value, if wired this way, does it mean the panel will not sound if the bellbox is opened?
 
The installer (from 20+ years ago) has scribbled down the colours of the wires at both ends and they match the manual.

I see that later manuals (albeit for later models) are wired in the way we might expect.

I presume this can't be tested without opening the bellbox?
 
I agree, but perhaps there's value in correcting it, or at the very least understand how the current set up would behave.

If anyone has experience or further thoughts that would be appreciated :)
