You may need to replace the fixing plate between the cistern and pan as well as the donut washer. Can be impossible to get it water tight without doing so sometimes.

It clearly looks like a pressure relief pipe to me. In which case it can be extended to a new exterior position but it needs to have fall along its whole length so any water this is dispersed through the pipe can run away properly.

Have you checked to see if water is escaping from the pressure relief pipe that should terminate externally, usually behind the boiler. Most likely when the boiler is operating and hot.
