    Fluke have NCV on their 117 model. http://www.fluke.com/fluke/uken/digital-multimeters/fluke-117.htm?pid=55996 They call it "VoltAlert". It has its uses but you need to understand its limitations. As BAS said, just measure it using the leads rather than the NCV mode

    Im thinking the black and blue should go together? They look like they were twisted together at some point. That would make blue sleeved red the live for this lamp, the yellow the switched for the other lamp and the blue the neutral to the other lamp. Black and red would be incomming neutral...

    As kazuya said get a long bar under it to lift it slightly and give it a good hit. Once you get that first crack in it its not too bad... unless there is some sneaky rebar in there....
