Despite being a new panel it was the fuse in F4. I swapped it with the one in F3 and power was applied. Fuse confirmed dead by multimeter.

I've purchased a P026 rio and for some reason when i connect a keypad to the 12V+1 and 0v connection the keypad works but when it's connected to the 12V+2 second set of power connections it doesn't get any power. Am i missing something or is the panel faulty?

Yep when i added the RF portal I moved the 680ohm(i think) from the keypad AB to the RF portal AB.

Yes it has ADT software as out of engineer mode it comes up as ADT and the included manuals have ADT stuff on.
