    It looks to me like they've just wallpapered the wall using alternate rolls of paper. One length of a matt finish wallpaper followed by a length of a gloss finish wallpaper, and so on.

    Oil-based undercoat over it first then your emulsion. Sealants are waterproof hence why you're water-based emulsion won't adhere.

    4/6 coats, you're making a lot of work for yourself. Just thin down your first coat of Supermatt following the manufacturer's instructions then 2 coats of your chosen colour will be fine.
