    Is this old filler? How to remove?

    Does this look like old filler on the wall? If so, does it just need some 120 grit sand paper and elbow grease? I tried to give a quick hand sand earlier but didn’t budge, thinking it may need a mouse sander or to try and chisel off?

    The material is plastic and I cannot see any visible screws so I would be hesitant to do this and risk cracking. With regards to the second question, yes I am referring to the crack all the way down the sealant. The reason we don’t want to leave it is because it’s letting a draught in. Thank you
