    I may not have been completely clear. The water tank is empty... when we moved in there was a new plastic one (in addition to the metal), but that's now been removed as we changed the boiler. I assume the metal tank was left for fire/cutting reasons. James

    Well, my new drill bit arrived and it went through it like a decent drill bit through moderately hard brick. Thanks for your help people! Sadly the new drill bit hasn't helped me get the blinds level... but by the time the entire house is decorated I'm sure I'll be good at it! ;)
