Thats the problem, i`ve dug out as much muck as i can physically reach and there`s no sign of a stop cock

How deep is the outside stop cock usually? I`ve dug out muck to arms length and can`t reach any further down, i`ve gone that deep the access hole has got about 3 inches of water in it
