The problem is that the human nose is incredibly sensitive to the smells of smoke and rotting food, which is a survival thing. So even a few parts per million of smoke in the air will set off your neighbour's spidey senses.

If neighbours have any vent or window near your vent the smell can be sucked into their property .Smoke test is unlikely to reveal that .

are you saying you have got air bricks close to your neighbour's chimney? or are they in the normal position close to the ground? Do you smoke or burn candles? Have you got a fireplace back-to-back with your neighbours?
