The loss of it not starting on the clutch is a common problem on these and is due to the wire from the clutch pedal working loose and is not connected to your running problem m8
You'll find that the metal part of the glass surround will be rotten and getting just a seal won't be a lot of good as it won't sit correctly.

Another problem is that if you bump it there's no body panels available, well I say body panels, this also includes bumpers, mouldings, seat covers, airbags, in fact just about everything.

Clip off the inner door handle grab covers, remove the allen bolts.
Undo the philips screws from around the lower door pocket.
For wind up handle models remove the spring clip from the back of the winding handle using a small screwdriver.
Pull and then lift upwards.
Its only the basecoat thats waterbased, it still needs an isocyanate filled laquer to go over it.
Defeats the object really.

As a precautionary measure I would remove the steering wheel and check that the teeth arent cracked and liable to break off, easy to spot though, and if they are then remove them with plyers.

It comes complete with the column 'tube' on a fiesta.
