I still feel that ALL dogs should be licenced - and yes, fee-free for proper* working dogs. *Proper: working Collies, sniffer dogs, police dogs, guide-dogs and hearing dogs, BUT not the pseudo-disability dogs that people claim to have (not officially trained or recognised).

It would cost too much to police because the scrounging chavs would just ignore it and simply refuse to pay. Well we need the animal wardens to be armed!
