    I still feel that ALL dogs should be licenced - and yes, fee-free for proper* working dogs. *Proper: working Collies, sniffer dogs, police dogs, guide-dogs and hearing dogs, BUT not the pseudo-disability dogs that people claim to have (not officially trained or recognised).
