Replacing radiators - can I put thermostats on all radiators

Hi, I have a powermax gas central heating boiler. Can I put a thermostat on every radiator (ideally I'd like to) or should one be left open all the time? The people who built the flat left one (the hall one, closest to the boiler) without a thermostat. Any help appreciated, thanks. Tom
