Thanks for all the advice. We worked it out. I showed him the photos and he admitted his "colleague" had done the work and forgotten to do photos and belatedly searched for alternates. Both before and after photos were in fact false. He went back up later that day to retake the after shots...

Thanks for the advice but the risers are already in place, the step is actually the first of "3" steps which lead into the tiled kitchen and the risers and treads are made from those tiles.
