shower valve tool problem

I'm trying to replace the valve in my shower and I've come up against an imovable force.

What tool should I use to unscrew this brass plate? I've wd40 it, tried pliers, a cloth by hand. And it's just stuck. Even a screw driver in one of the notches.

Any ideas?! Its just STUCK!

Make a metal key to fit in the slots .Heat the chrome with boiling water and fit key and turn with shifter.
 
Are you removing the whole valve to replace same with something else?

That's what I was thinking, but, I assume he is replacing the valve internals rather than stripping it back to the 150mm pipe centers.
