Yes best to turn the heating off whilst you do this. Each time you bleed air out of radiators, the pressure will fall again, so keep topping up, and dont let pressure go above 1.5 bar.

That black tap handle looks old so it may have seized up. Try turning it using an adjustable spanner. Or better still, remove the small screw holding it onto the valve, and take of the black handle. Dont worry no water will leak out. They use a small adjustable spanner of grip the small brass...

Yep can see it now! OK the black tap you see, what happens when you turn that verticle? Can you hear water filling your boiler? Keep an eye on the pressure gauge, it should start rising. If you turn the tap and nothing happens, there may be an isolation valve on the other end off the filling...
