    have you altered pipework and capped some point off leaving air in a length of pipework somewhere ( a dead leg) you will need to bleed this air off as it could be causing movement of water through the boiler for a couple of seconds keeping the burner on before it stabilises

    check the wires themselves. what you are doing is checking the resistance of the gas valve solenoids which one will more than likely be an open circuit and the valve will need replacing

    well it sounds to me as if your pump hasn't enough power to pump the water back upstairs from downstairs anymore therefore i would turn your pump to number three and see if that helps
