    I don't think I'd bother with cemented posts if it was me. In fact, I have a similar project to do soon, and I like the design in the picture you posted, but mine will be just resting on the ground, maybe with a base in the box too. Either way, once the soil is in, it won't be going far.

    Not sure about the grass growing back, but to get rid of dandelions, I use a combination of digging them out (the sooner the better, while the weeds are still young and before they seed!) and a good weed, feed and moss killing application.

    Depending on the size of the bed, you will likely need a bit more support than just screwing the ends of the boards to vertical posts. Have you thought about constructing planters instead? You could use scrap wood or more decking to make a frame with the deck cladding on the outside.

    Shouldn't affect the radiators as they're a separate sealed circuit. However you will need to drain the hot water cylinder and header tank unless you have other stop valves elsewhere.

    You can get special tile bits, which have a steel shaft with a triangular hardened bit which cuts through the tile. I used one to drill holes in porcelain floor tiles to screw a toilet pan to the floor. Found a pic... Piranha bits by Black and Decker:

    The wall sockets problem has been resolved - the builder said the proposed brick level was too low, lower than his usual window height standard - 1050mm - so he's going to build it a row or two higher, giving me a nice handy splashback area for sockets. That makes life easier!
