    Feel the flow and return pipes a couple of feet away from the boiler if you can. Are the pipes hot? If not, check he hasn't done something dumb like leave the flow and return isolation valves closed off after the repair. These can be found directly under the boiler.

    The whiring noise could be a bit of air in the pump. It should work its way out. Try bleeding the upstairs radiators in an hour or so and top up the water pressure again if necessary.

    No (excessive) vibration is normal. Has the boiler been serviced in the 4 years since installed? A good service engineer should spot where any excess vibration is coming from and either fix it there and then if its straight forward - or advise how much to eliminate the noise if it needs parts. :)
