sorry, should have made clear - when i say no heating - i mean the power light on the worcester is OFF and no power is being fed to it! is That normal?

We have moved into a House with a megastar 24i and megaflow tank. It seems when the hot water is off - the boiler is off - and we don't get any heating! If we turn the water on - the boiler springs into life and the rads get warm! Presuming this isn't by design? Is it just a fault?
