1 cold rad

hello..can anyone throw some light on this problem please.
ive had a new combi boiler for 2 weeks now.and one of the rads upstairs is just not heating up.this radiator is brand new and was moved from one wall to another one .its just not getting as hot as the rest in the house.i believe its the last on the pipe work system.does this make any difference?

Yep it makes a difference, try slightly closing off all the other rads on the lockshield, the valve on the opposite to the Thermostatic Valve.
